My hair comes 3 in below my shoulder and i WANT TO CUT IT BUT I don't know the best cut for someone who has a round face.

Anything but the bob shape because it will make your face rounder and wider...Shaggy or layered medium cut will look great. Just cut until the shoulder, it will be fine. Think about the layered cut that will cover your cheek..

Speaking as a round-faced person, the best type of haircut for us is the longer, kindof wispy layers that frame your face.

If you're not entirely sure, though, go longer instead of shorter. Volume is good, but try not add too much width or height. That would just highlight facial features you'd probably not want to highlight.
